新竹市議員陳治雄和新竹市綠水里里長黃文政共同發起「化整為零」不鏽鋼吸管團購服務，讓民眾不用辛苦自己揪團，到他們服務處就可用團購優惠價取得環保吸管。
環保署6月11日前正式預告限用一次性塑膠吸管的政策草案，明訂自2019年7月起，包含公部門、公私立學校、百貨公司及購物中心、連鎖速食店等4大類共8000家業者不得提供內用者一次用塑膠吸管。
新竹市議員陳治雄表示，這項預告引發民眾熱議「那要怎麼喝珍奶」，有環保署官員曾說「用湯匙」，更有民眾戲謔說「用蛋捲」，他認為可以重覆使用的環保吸管，會是理想的解決辦法。
陳治雄說，市面上已有很多環保吸管產品，可取代塑膠吸管，但許多民眾認為價格偏高，降低購買意願，因此發起團購，用較低價格向廠商大批訂購，再用原價提供給有需要的民眾。
黃文政表示，他常和社區環保志工隊外出服務，總會發現不少塑膠垃圾，尤其常在新聞、網路上看到海洋生物誤食，引響環境與生態，若想為地球盡一分心力，應從降低塑膠用品使用量做起。
黃文政說，這次團購的環保吸管組，內含粗吸管、直吸管與彎吸管，還有清洗刷一支，目前已先向廠商購買200組，只買一組也能享有團購優惠價，第一波團購服務時間到7月31日，若民眾持續響應，將再視情況延長，邀民眾用實際行動響應環保。
